The weapon is the exotic rocket launcher Two-Tailed Fox. This weapon fires two missiles, void and solar, which will cause oppression and damage over time. Since there is only one in the magazine, this is not necessarily the best PVP rocket launcher, but for PVE you could like it. It is available for 28 legendary shards.
